Context of the service

The overall objective of the Forest Investment Program (FIP) is to mobilize substantial funds for REDD+. Eight pilot countries have been selected worldwide, including three in Africa: Ghana, Burkina Faso and DRC. The World Bank (WB) and the African Development Bank (AfDB) coordinate the implementation of the PIF in these three countries, in close liaison with the national authorities. The DRC's FIP investment programme was approved by the FIP Sub-Committee in June 2011 (budget of 60 MUSD) and those of Ghana and Burkina Faso in November 2012 (budgets of 50 MUSD and 30 MUSD respectively). In the DRC, AfDB financing targets the Integrated REDD+ Project in the Mbuji-Mayi/Kananga and Kisangani Basin (PIREDD-MBKIS): (i) Clarification and securing of land use rights, (ii) Development of agricultural alternatives to slash-and-burn slaughter, (iii) Development of plantations and agroforestry for food and energy production.

Services provided

Cross-cutting technical and strategic support was provided to the AfDB FIP team on investment plans and FIP projects in Burkina Faso, Ghana and DRC: strategic and technical advice on REDD+, review/amendment of various documents (DRC climate profile, FIP results framework, FIP report on REDD+ learning product, Ghana FIP investment plan, Burkina Faso's FIP investment plan, Burkina Faso's REDD+ Readiness Preparation Proposal, etc. Specifically, on the PIREDD-MBKIS, a field mission and a major bibliographic analysis (themes: causes of deforestation, agriculture, land, wood energy, (agro)forestry plantations, community forestry) made it possible to finalize the concept note of the project, specifying in particular its operational actions and the modalities of monitoring forests by satellite (Landsat and Spot data, three pivots: 1990, 2000, 2010).
