Context of the service

Fondo para la Paz supports rural indigenous communities that are marginalized or in situations of extreme poverty. Through its methods, FPP actively promotes the empowerment, recognition and inclusion of local actors in territorial development policies.

FPP has been working since 2013 in Pantelhó, a municipality in the state of Chiapas. On September 7, 2017, the region was affected by a magnitude 8.2 earthquake at the epicenter, which was located off the Pacific coast.

Due to the poor quality of public construction, the damage observed in Pantelhó and in the regions where FPP intervened in the neighbouring state of Oaxaca was much greater than expected, and aggravated by the incidence of tropical storms generating landslides.

In particular, 26 schools have been assigned to varying degrees in the two States. Rehabilitation projects have been carried out in a participatory manner, involving all school users and traditional authorities.

Services provided

This mission was carried out within the framework of the expert's activities as a program officer (Gestor Estatal) for community development within the NGO Fondo para la Paz:

- Identification of the damage caused by the September 2017 earthquake and risk assessment of the school infrastructure of 10 indigenous communities in the Altos de Chiapas;

- Development and implementation of participatory diagnostic and planning methodology for users for the rehabilitation and reconstruction of eight privately financed school centres (Scotiabank, Metlife, Fondo Unido México);

- Administrative validation of reconstruction projects;

- Community organization and monitoring of the execution of the corresponding works.
