Context of the service

The Guiana Plateau is a prime target for REDD+. Indeed, this region has an area of about 2.5 million km2, divided between Brazil (Amapá State), France (French Guiana), Guyana, Suriname, Colombia and Venezuela, largely covered by tropical forests. Maintaining these forests and their carbon stocks plays an important role in the fight against climate change.
On this basis, the President of Guyana and the Environment Ministers of France and Suriname, meeting at the Poznan Climate Conference in December 2008, called for a joint initiative to conserve forests and preserve biodiversity in the Guiana Plateau.
The "Regional Technical Platform for REDD+ Development on the Guiana Plateau" project is a response to this call.
This project, led by the French Ministry of Foreign Affairs, aims to share resources and expertise between the forest administrations of French Guiana, Suriname, Guyana and Amapá State, in order to develop their technical skills for the joint implementation of REDD+.
ONF International, in collaboration with ONF Guyana and the forest authorities of the partner countries, developed the project and secured its funding.

Services provided

The experts were involved from the first political discussions, in 2010, and then participated in the technical and budgetary design of the project, for the implementation of the following activities:
- Development of innovative tools to conduct inventories of forest carbon stocks and fluxes,
- Improved knowledge of the causes of deforestation and forest degradation,
- Improved capacity to model deforestation and forest degradation.
They also carried out the identification of capacity-building needs and training modules to be implemented.
For the budgetary part, they identified the donors concerned and prepared the application files, thus securing the following amounts for the project (€2.7 million in total):
- €1 million from the French Global Environment Facility (FFEM),
- €1.26 million from Interreg IV Caribbean (European funding),
- €90,000 from the Regional Council of French Guiana,
- €200,000 from the Environment and Sustainable Development Fund of the National Forestry Office (ONF-FEDD),
- €114,500 from partner countries (Guyana, Brazil, Suriname).

Summary of the service

Development of the project "Regional platform for the development of the REDD+ mechanism on the Guiana Plateau": Technical design of activities (forest carbon inventories, identification of the causes of deforestation and degradation, modelling of these processes); Submission of financing files (to the Interreg IV Caribbean / European Union); the French Global Environment Facility - FFEM; the Regional Council of French Guiana; to the National Forestry Office - ONF) and obtained €2.7 million in funding.
