Context of the service

An overseas collectivity, the island of Saint-Barthélemy is a small territory (21 km²), densely populated (about 11,000 inhabitants), located in the north of the West Indies. High-end tourism is the economic engine of the island, accounting for a large share of jobs. Saint-Barthélemy is almost exclusively dependent on imports for its food supply.

Provided for in the Rural and Maritime Fishing Code, the development of a Territorial Plan for Sustainable Agriculture, Food and Fisheries in Saint-Barthélemy should make it possible to set the guidelines for agricultural, agri-food and fisheries policy on the island, taking into account its specificities. This plan specifies the actions that will be the subject of priority interventions by the State and the local authority.

SalvaTerra's support for the development of this Plan focuses on the agriculture – including livestock – and agri-food sectors. This work should make it possible to list all local constraints, quantify production capacities and identify the best levers for sustainable and innovative local agriculture.

Services provided

- Diagnosis of the agricultural sector on the basis of a documentary review and interviews with producers, project leaders and other public and private actors (elected officials, technical services, supermarkets, restaurants, etc.): analysis of the geographical and socio-economic context, territorial policies, agrarian dynamics; identification of actors in the agricultural and agri-food sector; characterization of agricultural production sectors and systems (including livestock); assessment of local production capacities;

- Analysis of consumption and outlets based on interviews and an online survey: estimation of volumes and study of demand for local agricultural products;

- Identification of opportunities and constraints to the development of local agriculture (land, water management, environmental issues, synergies with the tourism sector, etc.);

- Consultation with local stakeholders to develop a development strategy and a detailed action plan.
