Context of the service
The Project to Support Municipalities in Western Burkina Faso in the Management of Rural Land and Natural Resources (PACOF-GRN) financed by AFD aimed to promote rural development in a context of decentralization and operationalization of a new rural land tenure system (Law 034-2009/AN).
PACOF/GRN has thus strengthened the capacities of the Municipalities and local actors of the Boucle du Mouhoun and Hauts-Bassins Regions in terms of planning, financing and implementation of economic/productive investments or natural resource management.
In particular, it has supported the establishment of communal investment funds, the revision of communal development plans and the preparation of annual investment plans, the identification and implementation of various local development projects.
Services provided
The final evaluation of PACOF-GNR met two objectives: accountability and learning for future projects.
It included an in-depth analysis of the effectiveness, impact and sustainability of the actions implemented, as well as the identification of strengths and areas for improvement.
The work combined field data collection, stakeholder interviews, and analysis of financial and operational performance.
The final report provides strategic recommendations to optimize future interventions to promote rural development in the context of decentralization and operationalization of a new rural land tenure.
In particular, the evaluation highlighted the triggering of a relevant local dynamic for the financing of municipal and private projects (646 projects financed, of which 641 were completed in June 2020) and the strengthening of the role of Communal Development Plans in planning local development.
