Context of the service

EUROCLIMA+ aims to support Latin American countries in the implementation of climate change mitigation and adaptation policies. With a budget of €80 million, it is divided into five components. Component 4. Resilient food production, with a budget of €10 million over three years, is coordinated by Expertise France (technical assistance) and GIZ (calls for projects).

At the time of the mission, component 4 was in the process of being defined. Several dialogue sessions had been conducted with the 18 countries of the region concerned, in order to identify priority themes. A summary note had been drawn up by Expertise France and GIZ and sent to the beneficiaries of the programme for comments.

It is in this context that Expertise France, GIZ and the European Commission organised a consultation workshop on 16 June 2017 in Quito, Ecuador. The objective of this workshop was to present the EUROCLIMA+ programme and its component 4, and to specify the activities that could be funded.

Services provided

- General framing of the workshop: Review and bibliographic analysis (EUROCLIMA and EUROCLIMA+ programme documents, EUROCLIMA technical publications, summary notes, etc.); Exchanges with the heads of the Joint Research Center (JRC) of the European Union and the Inter-American Institute for Cooperation on Agriculture (IICA) in charge of the Agriculture component of the EUROCLIMA program;

- Development of notes: A methodological note for the facilitation of the workshop; Four thematic policy briefs (efficient use and sustainable management of water in agriculture; good agricultural practices for adaptation and mitigation; good livestock practices for adaptation and mitigation; international climate fund for agriculture);

- Co-facilitation of the EUROCLIMA+ consultation workshop, including analysis and synthesis of the results of the workshop, and formulation of recommendations for the definition of EUROCLIMA+ component 4.
