Context of the service

The evaluation of a National Strategic Plan (NSP) has a dual objective: (i) to provide lessons on WFP's performance, in particular for the development of the next NSP, and (ii) to report on the results to WFP stakeholders.

Due to decades of poor governance and conflict, the DRC is in a situation of extreme fragility, characterized by dysfunctional institutions, poor infrastructure and public services, forced population movements, epidemics, reduced access to agricultural land and markets.

WFP operates in 10 of the country's 26 provinces, where the largest concentrations of people affected by conflict are located. Prior to 2018, the bulk of WFP's support was dedicated to providing food assistance to victims of armed conflict and other vulnerable groups, and to providing humanitarian air services.

The 2018-2020 interim NSP aimed to broaden support beyond emergency/humanitarian support.

SalvaTerra participated in the evaluation of WFP's 2018-2020 Interim National Strategic Plan in the DRC, bringing its expertise in food security and resilience to a team of senior evaluators:

- Analysis of the adaptation of WFP's actions to an extremely difficult and changing national context;

- Analysis of the strategic positioning of the WFP and the integration of its interventions through the triple nexus "humanitarian aid - development aid - peacebuilding";

- Definition of priorities, geographical coverage and targeting of beneficiaries;

- Review of strategic partnerships.
