In 2017, the last forest inventory of Côte d'Ivoire dates back to 1979 and no comprehensive wildlife inventory had been carried out. However, that same year, the Permanent Executive Secretariat of REDD+ estimated - on the basis of documentation - that deforestation had been massive: from 16 Mha of forests at the beginning of the twentieth century to 3.4 Mha in 2015, with an annual rate of 4.3% between 1990 and 2000 and 2.7% between 2000 and 2015.
In 2017, the Ministry of Water and Forests (MINEF) therefore commissioned a feasibility study for a National Forest and Wildlife Inventory (IFFN) project to address the lack of tangible data on this thorny subject.
The IFFN aimed to update knowledge, strengthen local capacities and set up long-term monitoring, structuring its actions around six components: preparation, inventories, analysis, restitution, monitoring and communication.
The IFFN was implemented between January 2019 and June 2021 by international operators, under the supervision of MINEF, with the support of the Forest Development Company (SODEFOR. Forestry issues), the Ivorian Office of Parks and Reserves (OIPR. Wildlife issues) and the National Agency for Rural Development Support (ANADER. Socio-economic issues).
SalvaTerra has carried out the final evaluation of the National Forest and Wildlife Inventory Project (IFFN) of Côte d'Ivoire.
The mission aimed to draw up an objective assessment of the project by analysing its technical, social, environmental, organisational and budgetary aspects. The evaluation was based on the OECD criteria (relevance, coherence, effectiveness, efficiency, impact, sustainability) and followed three steps: scoping, data collection and analysis.
A scoping meeting was held in September 2024 to clarify expectations and methodologies. In October 2024, a mission to Côte d'Ivoire was carried out by experts from SalvaTerra and Biotope. Interviews with various actors (MINEF, ONF-CI, OIPR, ANADER, AFD, etc.) were carried out, as well as field visits to the Banco and Azagny National Parks.
The draft report was submitted in November 2024 and, after incorporating comments, the final version was submitted in December 2024.
