As part of a Debt Reduction and Development Contract (C2D), France, represented by AFD, has allocated Côte d'Ivoire a grant of 23 billion CFA francs over the period 2019-2023, intended to finance the project to support the economic and ecological development of rural areas (ECOTER).
The general objective of this project is to improve the living conditions of the population of eight Regions - in particular those of Cavally and Tonkpi - through structuring programmes, combining sustainable economic development and sustainable management of natural resources.
The structuring programme of the Cavally Region focused on the "Sustainable Management of Local Forests and Biodiversity" and that of the Tonkpi Region focused on the "Development of ecotourism in and around the Mont Sangbé National Park".
SalvaTerra, in consortium with the Peleforo Gon Coulibaly University of Korhogo, conducted the feasibility studies of the two ECOTER structuring programs. These studies were carried out in close liaison with the initiators of the structuring programmes, namely ad hoc working groups within the Regional Councils of Cavally and Tonkpi:
- Critical analysis of the design and content of the programs as proposed;
- In-depth analysis of the planned activities on the economic, environmental, social and organizational levels;
- Formulation of programmes (objectives, activities, logical framework, monitoring and evaluation system, budget, institutional set-up, etc.) in simplified preliminary projects;
- Formulation of the programmes in detailed preliminary projects, including in particular the description of the priority infrastructure identified and the accompanying measures for Tonkpi.
Feasibility studies of programmes: (i) Sustainable management of local forests and biodiversity (Cavally Region) and (ii) Development of ecotourism in and around the Mont Sangbé National Park (Tonkpi Region), in consortium with the University of Korhogo and in close liaison with the Regional Councils of Cavally and Tonkpi: In-depth analysis of the activities envisaged on the economic, environmental, social and organisational levels; Formulation of simplified and detailed preliminary projects.
