In 2020, Niger went through a severe food crisis affecting about 2.3 million people (about 10% of its population). The situation has been aggravated by adverse weather conditions (droughts and floods), crop failures, as well as armed conflict and internal displacement.
In this context, AFD has supported the setting up of the Project for the Institutional Strengthening of the Food Security Sector in Niger (PRISAN), in order to better coordinate efforts to combat food insecurity.
SalvaTerra has been mandated to support the co-construction of PRISAN, in a logic of trust, partnership, listening and mutual learning between AFD and the three main entities concerned: the High Commission for the Initiative "Nigeriens Feed Nigeriens" (HCI3N), the National Food Crisis Prevention and Management Scheme (DNPGCA) and the Investment Fund for Food and Nutrition Security (FISAN).
Salvaterra accompanied the reflections on the following aspects:
- Self-diagnosis of each entity, based on the organizational and institutional diagnoses they had, but also by prompting new analyses during a dedicated workshop for each entity, in order to identify (i) their priority needs in terms of capacity building to fully exercise their mandate and (ii) their expectations, in terms of sharing roles and responsibilities, in relation to other entities;
- Cross-diagnosis between the three entities and AFD, during a final workshop, in order to identify and collectively build the orientations of PRISAN: logical framework (general and specific objectives, components, activities, relative budgets) and governance (steering committee, project management, operating procedures, monitoring and evaluation, fiduciary circuits, etc.);
- Identification of needs in terms of international and/or national technical assistance and drafting of the corresponding job descriptions.
Co-construction of the Project for the Institutional Strengthening of the Food Security Sector in Niger (PRISAN) in a partnership logic between the three entities mainly concerned: (i) High Commission for the I3N initiative ("Nigeriens Feed Nigeriens"), (ii) National Food Crisis Prevention and Management Mechanism (DNPGCA) and (iii) Investment Fund for Food and Nutrition Security (FISAN).
