Context of the service

Present in Guinea for 70 years, AFD strongly supports agriculture (17% of its portfolio in 2024), in particular fish farming since 1999 via the National Aquaculture Agency of Guinea (ANAG), with the support of the Association pisciculture et développement rural en Afrique tropicale humide (APDRA).

Through several projects, including the PPGF (1999-2008) and the PDRP-GF (2012-2017), fish farming has developed well in Guinea Forestière. PISCOFAM (2019-2024, €10 million) has consolidated these achievements, doubled the number of fish farmers and extended the sector to new areas, particularly in Upper Guinea and Maritime Guinea. He also promoted the structuring of the sector by improving technical and organizational practices.

Building on these successes, a feasibility study for a new project was launched in 2024 to strengthen climate resilience, structure the sector, develop access to finance and promote sustainable fish farming. This study was supported by the AdaptAction program, which supports vulnerable countries in the implementation of the Paris Agreement.

Services provided

The study of the vulnerability of fish and rice farming to climate change and the feasibility of the Kounki project – fish farming component – had 3 main objectives:

- Analyze the climatic risks faced by fish farming in the areas of intervention of the PISCOFAM project, namely in Guinea Forestière, South of Upper Guinea and Maritime Guinea;

- Formulate a project for the development of family-owned, sustainable and climate-resilient commercial fish farming in Forest Guinea and Maritime Guinea co-developed with the Ministry and sector stakeholders;

- On the basis of a proposal validated by AFD and stakeholders, support AFD's internal appraisal process, taking into account previous projects on fish farming in Guinea as well as other projects.

The service gave rise to two field missions and numerous consultations at different levels, from local to national.

Vulnerability study and feasibility of the Kounki project – fish farming component: Climate risk analysis for fish and rice farming and formulation of adaptation options; Feasibility study for the development of sustainable and climate-resilient family commercial fish farming, including the monitoring and evaluation framework, institutional set-up, choice of technical options, environmental and social safeguards, etc.
