Since the early 2000s, there have been several unsuccessful attempts to reconcile the Rio Conventions:
- On the Climate Convention side: recent recognition of the merits of ecosystem-based adaptation by the IPCC... But there are no recommendations to this effect yet in the Decisions of the Climate Convention relating to the development or renewal of Nationally Determined Contributions;
- On the Biodiversity Convention side: evaluation of biodiversity/climate synergies on a few themes, including land restoration, etc. But, again, there are no recommendations in the Decisions of the Convention on Biodiversity on National Biodiversity Strategies and Action Plan.
Research processes on these biodiversity/climate issues are recent (IPCC created in 1988, but IPBES created in 2012) and the percolation between scientific research and political decision-making is slow... For the moment, clear and operational guidelines to better optimize biodiversity/climate synergies are rare.
- Produce a guide to help AFD's technical teams appraise projects that meet the dual challenge of combating climate change and its effects, and preserving biodiversity;
- Refine the methods for accounting for climate co-benefit financing in order to better value synergies (nature-based solutions, restoration of degraded areas, preservation of ecosystem services, etc.) and limit potential antagonisms (increased water withdrawals, anthropization of natural areas, etc.);
- To make a diagnosis of the application of the internal grids for analysing the impacts on biodiversity and climate change mitigation/adaptation (criteria 4, 5a and 5b of the "sustainable development opinion") and to make recommendations to facilitate their application.
Support for the strengthening of biodiversity-climate synergies in AFD projects: State of the art of the consideration of biodiversity and climate interactions by the international community; Operational tool for technical teams to promote biodiversity/climate synergies in project appraisal; Recommendations on the criteria for the analysis of projects relating to biodiversity and climate themes ("SD opinion").
