Context of the service

The National Group on Tropical Forests (GNFT) is an advisory body for the orientation of French policies on tropical forests. Created in 2002, it includes various representatives: ministries, private actors (timber industry, mass distribution, finance), environmental and development NGOs, elected officials, research organizations, etc.

In 2006, the GNFT published a "White Paper on Tropical Rainforests", presenting a hundred recommendations.

Five years later, the GNFT wanted to evaluate the implementation of these recommendations. The results of the evaluation were presented and discussed in January 2012 at a conference with 300 participants.

This served as the basis for the writing of a new report: "Tropical forests: milestones and new challenges. What are the orientations for French players? ", which presents French interventions in the field of tropical forests, lessons learned from the implementation of the 2006 recommendations, and new recommendations for the future.

Services provided

The expert was mobilized as part of a multidisciplinary team of 4 people mandated by AgroParisTech and CIRAD to produce a synthesis of the debates of the January 2012 Conference, a synthesis structured around the following chapters:

- Orientations and commitments of France and the European Union in the sustainable management of tropical forests: assessment and perspectives on the forestry cooperation actions of the AFD, the FFEM and the German cooperation;

- Tropical production forests: what is the status of the management and certification model?;

- Investment in tropical forests and financing of environmental externalities;

- Tropical forests: a land reserve to cope with the boom in global energy, food and mining demand?;

- Tropical timber trade: legality, sustainability;

- Tropical protection forests: what are the status of conservation and restoration models?;

- Governance of forest territories.
