The Amazon biome, which spans nearly 550 million hectares across nine countries, is a global ecological pillar. It is home to 40% of the remaining tropical forests and plays a crucial role in climate regulation and carbon storage. However, this region is now under serious threat from deforestation, extractive activities, agricultural pressures and the effects of climate change. In this context, AFD Group and FFEM have supported more than 30 projects since the 1990s aimed at sustainable forest management, biodiversity conservation, the promotion of sustainable agriculture and the protection of indigenous peoples' rights. The evaluation of these interventions should make it possible to draw lessons to strengthen their effectiveness and strategic coherence, in line with regional and international challenges, and to contribute to the preparation of future orientations, particularly with a view to COP30 in Belém in 2025.
Methodological framework, document review and analysis of a portfolio of 31 forestry projects, targeted interviews, field evaluations of two AFD projects, TerrAmaz and TerrIndigena. Three case studies were also conducted. The evaluation also includes comparative analyses of the AFD Group's and FFEM's intervention in relation to other donors active in the area, the production of technical deliverables (reports, notes, summaries) and popularization materials (motion design video, summary sheets). The aim of the project is to reconstruct the intervention logic of the AFD Group and the FFEM, to assess the impacts and to formulate recommendations, while ensuring that the results are widely disseminated.
The Amazon biome, a global ecological pillar, is threatened by deforestation and climate change. Since the 1990s, AFD and FFEM have supported more than 30 projects for the sustainable management of the Amazon rainforest. This meta-evaluation aims to draw lessons to strengthen their impact, in particular in view of COP30, through an in-depth analysis of the portfolio, evaluations of specific projects and case studies and the development of recommendations for the group's future interventions.
