Context of the service
Togo's Nationally Determined Contribution (NDC), validated following the Paris Climate Agreement, is consistent with socio-economic development objectives, as defined in the National Development Plan 2018-2022 and the Government Roadmap to 2025.
The evaluation of NDC implementation conducted as part of the NDC review process is generally positive, but highlights some weaknesses in the institutional implementation arrangement.
In particular, inclusion of the NDC in the agricultural and forestry sectors' planning is considered low.
To address this, the United Nations Development Programme's (UNDP) "Togo NDC Support Project" is supporting the development of tools to integrate climate issues into sector planning.
Services provided
SalvaTerra supported the integration of NDC actions into the agricultural and forestry sectors' planning, for the benefit of the Ministry of Agriculture, Livestock and Rural Development (MAEDR) and the Ministry of Environment and Forest Resources (MERF):
- Analysis of the organisational and strategic framework of sectoral planning in the services of the MERF and the MAEDR;
- Assessment of the integration level of climate objectives in the Planning, Programming, Budgeting, Implementation and Monitoring and Evaluation chain (PPBIME);
- Characterization of PPBIME practices, workflows and tools;
- Creation and test of tools, based on the MERF and MAEDR working formats, to promote climate-sensitive PPBIME;
- Capacity building to agents and production of an advocacy document for senior officials of the Ministries.
