Given the favourable conditions for the development of inland fish farming in certain regions of Madagascar, and the low cost of producing animal proteins from this activity, it is a major challenge for the country's food and nutritional security and the cash flow of poor rural households.
Implemented from 2014 to 2018 by APDRA Peasant Fish Farming in five regions of Madagascar, four of which are in the Highlands, the Support Project for the Development of Peasant Fish Farming – Phase 2 (PADPP 2) is part of a long-term action to improve access to fingerlings and develop rice farming in isolated areas.
Aiming to scale up the dissemination of the technical model developed in previous years, PADDP 2 also seeks to strengthen the capacities of actors in the fish farming sector, in particular the umbrella farmers' organization FIFATA, an operational partner of the project.
The main purpose of this final external evaluation was to assess the achievement of the objectives and the overall quality of the project. The recommendations were to be used in particular to reframe APDRA's intervention in the Highlands.
- Document review: knowledge and analysis of the main existing documents on the project, including monitoring tools;
- Assessment scoping meeting and initial discussions with APDRA teams, implementing partners, Regional Directors of Fisheries and Fisheries;
- Interviews with family farms and visits to facilities;
- Interviews with various project stakeholders (regional farmers' organizations, decentralized technical services of the State, Agricultural Service Center, Regional Fund for Agricultural Development, partner NGOs, vocational training center, etc.);
- Drafting of an evaluation report containing the findings and recommendations of the evaluation, with a view to reframing the new phase of APDRA's intervention in the Highlands;
- Feedback workshop with the project partners.
Final external evaluation of phase 2 of an APDRA peasant fish farming project, financed by AFD and including the dissemination of ricefish farming via relay farmers: Documentary review and methodological framing of the evaluation; Interviews with family farms and other key stakeholders, and visits to facilities; Restitution workshop and evaluation report including recommendations for the reframing of the new phase of intervention in the Highlands.
