In 2015, Gabon co-signed, with neighbouring and donor countries, the Declaration of the Central African Forest Initiative (CAFI). At the end of 2015, Gabon's National Climate Council (CNC) submitted its National Investment Framework (CNI) to the CAFI Board of Directors.
This CNI presents a summary diagnosis of the main drivers of deforestation and forest degradation (forestry, agriculture, mining and infrastructure), the existing measures to address them and the two programmes at the heart of the CNI: the National Land Use Plan (PNAT) and the National Natural Resources and Forests Observation System (SNORNF).
SalvaTerra was hired by AFD to conduct a feasibility study and develop the program document for PNAT and SNORNF, in coordination with the National Agency for Natural Parks (ANPN) and the Gabonese Agency for Space Studies and Observation (AGEOS).
- Analysis of the documentation, existing and future international and national projects in Gabon on agricultural, forestry, environmental and remote sensing topics.
- Response in the programme document to the comments and recommendations of CAFI Board Resolution EB.2017.12 on: the general context of the programme, gender issues, civil society participation, programme governance, environmental and social due diligence, etc.
- Technical support to stakeholders (AFD and Gabonese Government) for decision-making on the Programme's activities and budgets.
- Drafting of the program document (PRODOC) to be submitted to CAFI. Update of the activities and budgets of the PNAT and the SNORNF.
The program document was validated by the CAFI executive board during the first quarter of 2018. This Program was executed with the technical assistance of SalvaTerra to the CNC (from October 2019 to October 2021. Budget of €355,257).
