Context of the service

Since 2007, the Central African government has been involved in the drafting of several texts relating to land tenure, including a draft law on the Agropastoral Land Tenure Code. The latter was examined, amended and then adopted by the Council of Ministers on June 15, 2017, before finally being rejected by the National Assembly on December 24, 2018, on the basis of opinions formulated by resource persons during their hearings.

The participation of a large delegation from the Central African Republic in the regional symposium on securing agro-pastoral land held in N'Djamena in November 2021 played a leading role in the revival of reflections: a restitution of this participation was organized in January 2022, then a roadmap aimed at initiating work to update the CAR's land tenure policy was discussed and adopted.

In order to consolidate this dynamic, the Resilience project, implemented by IRAM, organized a workshop whose main objective was to make a critical collective review of the draft law on the Agro-Pastoral Land Tenure Code.

Services provided

The SalvaTerra expert provided an analysis of the agro-pastoral land tenure process in the CAR based on international normative texts and recent land tenure reforms in which he has been directly involved (Burkina Faso, Mali, Niger, Senegal, Côte d'Ivoire, Guinea etc.).

Specifically, it has also:

- Contribute to the development of the workshop's agenda alongside the national expert recruited by the Resilience project and the focal point of the Ministry of Agriculture and Rural Development (MADR), by exchanging upstream with key stakeholders;

- Facilitate the facilitation of this workshop, in particular the analysis of coherence between the 2021 N'Djamena Declaration and the draft law on the Agro-pastoral Land Tenure Code of the CAR;

- Provide advice and proposals to refine the roadmap;

- Co-write the workshop report with the national expert.
