In 2022, Guinea, with a population of about 13.9 million, was a low-income country facing many challenges and multidimensional poverty aggravated by high inflation (12.2%).
Food and nutrition insecurity was a major public health challenge and one of the main causes of child mortality.
This evaluation covered all WFP activities in Guinea from January 2018 to May 2023. Its objective was twofold: (i) to analyse the performance of WFP's strategic decisions at the country level, particularly in view of the development of the next country strategic plan (CSP), and (ii) to report on the results to WFP stakeholders.
- In-depth document review, development of the evaluation methodology and preparation of a detailed scoping report;
- Data collection at the national level, including direct observation of achievements, a household survey, interviews with beneficiaries (individuals, households, producer groups, etc.) and other key actors of the programme: WFP national and field offices, national institutions and their decentralized services, local NGOs, etc.
- Assessment of the different components of the strategic plan: school feeding, emergency food and nutrition assistance, nutrition, resilience and strengthening the livelihoods of smallholders, etc. and taking into account considerations related to gender, equity and WFP's inclusion goals;
- Sessions to present the results and then a national workshop to validate the conclusions and recommendations;
- Drafting of an evaluation report including strategic and operational recommendations.
Final evaluation of WFP's strategic plan in Guinea, covering all WFP intervention areas from 2018 to 2023 and including the following components: school feeding based on local procurement; nutrition; emergency response; resilience of smallholder producers; institutional capacity-building. Evaluation focused on WFP's strategic positioning, effectiveness of implementation and factors explaining its performance. Recommendations for the formulation of the next strategic plan.
