The Dakar region is a highly contrasted area characterized by: (i) a high population density; (ii) very significant social inequalities; (iii) worrying situations of poverty and food insecurity. The food vulnerability of households is accentuated by their high dependence on imported products. Despite strong urban growth in recent decades, the Dakar region remains an important agricultural production area.
Implemented by the GRDR in partnership with CICODEV and the Departmental Council of Rufisque, the Sustainable Food System and the Fight against Malnutrition in the Dakar Region (SADMAD) program aimed to strengthen the resilience of vulnerable populations in the peri-urban area of Dakar and included 3 components: (i) school feeding and nutrition education; (ii) urban consumers' access to processed local products; (iii) securing family farms and developing a territorial food plan.
The objective of this final external evaluation was to assess the quality and performance of the programme and to make recommendations for a second phase.
- Document review and consultation of project monitoring tools;
- Data collection mission including (i) direct observation of the intervention sites and project achievements (schools in the Dakar region and processing units in the Boundou region); (ii) interviews and meetings with project leaders, beneficiaries, partner producer organizations, national institutions, local NGOs, etc. ;
- Drafting of an evaluation report and a summary containing the findings and recommendations of the evaluation;
- Feedback workshop with the project partners.
Final evaluation of the Sustainable Food System and the Fight against Malnutrition in the Dakar Region (SADMAD) project, implemented by the GRDR and funded by the EU, ECOWAS and AFD - research-action project including school canteens in peri-urban areas supplied with short circuits, the processing of products with high nutritional value and the development of a territorial food plan: Document review; Interviews with beneficiaries and key actors of the project; Evaluation report including recommendations for a phase 2.
