Context of the service

EUROCLIMA+ is funded by the European Union and has a budget of €80 million. It is divided into five components: 1. Forests, biodiversity and ecosystem; 2. Urban planning and water supply; 3. Risk and disaster management; 4. Resilient food production; 5. Renewable energy and energy efficiency.
Component 4. Resilient Food Production has a budget of €10 million over three years. It is coordinated by Expertise France (technical assistance) and GIZ (calls for projects).
At the time of the mission, component 4 was in the process of being defined/structured. Several dialogue sessions had been conducted with the 18 countries of the region concerned, in order to identify priority axes and themes.
In this context, Expertise France, GIZ and the European Commission organised a consultation workshop on component 4 in June 2017 in Quito, followed by a call for projects on the themes of agro-ecology and climate-smart agriculture.

Services provided

SalvaTerra and TERO evaluated 36 short project proposals on the topics of agroecology and climate-smart agriculture, followed by 15 full proposals. For these two stages, detailed scoring grids were proposed and used, in order to assess (i) the operational capacities of the project leaders (technical, financial and human capacities, experience on similar projects, etc.), (ii) the relevance of the projects (clear logical framework, alignment with the criteria of the call for projects, alignment with national and sub-regional policies, (iii) project planning (clear identification of stakeholders, clear and appropriate budget, realistic timetable, objectively verifiable indicators, etc.)
At the end of these two evaluation phases, the 7 best projects were selected for funding by EUROCLIMA+.

Summary of the service

Evaluation and scoring of 36 project proposals, then 15 project documents, in 17 Latin American countries, submitted as part of a call for projects under the "Resilient Food Production" component of the EUROCLIMA+ program: Operational capacities of project leaders; Relevance of the projects (logical framework, alignment with the call for projects, national and sub-regional policies, etc.); Project planning (stakeholders, budget, schedule, indicators, etc.)
