The Forest Capital Restoration and Resilience Improvement Project (PCFAR) aims to increase the carbon sequestration capacity and resilience of populations in the central regions of Côte d'Ivoire. It promotes the development of village agroforestry and resilient agricultural value chains.
The Ivorian component of the Integrated Programme for Development and Adaptation to Climate Change in the Niger Basin (PIDACC/BN) aims to restore forest capital and improve the resilience of the Central Regions.
The African Development Bank has decided to merge these programs into a single program. SalvaTerra was asked to conduct the ex-ante evaluation of the results and impacts of this unique programme.
The assessment was conducted on the basis of the preliminary studies of the PIDACC/BN multi-purpose infrastructure and the PCFAR feasibility study. Simulations were developed on the basis of theoretical operating accounts on the promoted activities; statistical data on the central regions of Côte d'Ivoire; of technical and economic references in similar contexts. The following analyses were produced:
- Evaluation of wood production, non-timber forest products (NTFPs: mushrooms, honey) and agricultural products (agroforestry, perennial monocultures, annual crops, snails, grasscutters, etc.);
- Assessment of impacts on environmental services (carbon storage, biodiversity, water resources, soil fertility);
- Assessment of financial and economic impacts (jobs and income);
- Assessment of the risks and sustainability of the program.
