The Central African Forest Initiative (CAFI) supports the development and implementation of policies to reduce deforestation and forest degradation in the Congo Basin countries. The Republic of Congo's letter of intent addressed to the CAFI prioritizes land development, land tenure security, and the sustainable development of agriculture to guarantee the long-term maintenance of a permanent forest estate where the legal and regulatory framework would be duly applied. AFD intends to support the Government of Congo in implementing its land use planning programme, by mobilising two complementary sources: a delegation of CAFI funds (€40 to €60 million) and AFD's own financing (€15 million).
AFD called on the expertise of Biotope and SalvaTerra to support it in drafting a concept note specifying the different areas of intervention and priorities of the Congolese land use planning support programme.
Based on an in-depth literature review and a series of interviews with potential national and international stakeholders of the programme, the concept note proposed three complementary areas of intervention:
- Strengthening governance in spatial planning;
- Protection of forest cover and biodiversity;
- Sustainable development of agriculture.
