Context of the service

During the period 2006-2009, there were no less than one month of UN negotiations per year (in various forums: COP, COP/MOP, SBSTA, SBI, AWG-LCA, AWG-KP).
The France was President of the Council of the European Union from July to December 2008. In this capacity, it has notably framed the negotiation process between its Member States.
To assist it in this task, a database has been developed to compile and analyse the positions of 68 countries in the REDD+ and LULUCF negotiations. This database, freely accessible from a website, makes it possible to understand the problems of the land use sector in these countries and to understand the origin of their positions.
This work enabled the group of European negotiators on REDD+ and LULUCF to identify the issues at stake in the negotiations and the main positions involved.

Services provided

The database was first developed on ACCESS and then put online (using the php programming language and the MySQL database management system) in order to be able to have it filled simultaneously by several experts.
It includes data from 68 countries on national issues (land use, deforestation factors, forest management, GHG balance of the LULUCF sector, weight of the forest-wood sector, climatic hazards, etc.) and national negotiating positions (revision of Articles 3.3 and 3.4 of the Kyoto Protocol, afforestation/reforestation CDM projects, REDD+, etc.).
The database could be modified by European REDD+/LULUCF experts to update the information. The filling is oriented by lists of choices to allow sorting and comparisons of the positions of different countries on the same subject.

Creation of an online database on the positions of 68 countries on REDD+ and LULUCF, within the climate negotiations: Coding of the database (with ACCESS, php and MySQL); Filling the database with data on national REDD+ and LULUCF issues, and national positions in this area; Support of the European expert group on REDD+ / LULUCF to prepare the UN negotiations.
