Context of the service

With regard to mitigation, the priority issues in Guinea concern the agriculture and land use, land-use change and forestry (LULUCF) sectors. This is in line with the greenhouse gas emission profiles of sub-Saharan African countries, which are dominated by emissions from these two sectors.

As far as adaptation is concerned, the priority issues in Guinea mainly concern water, the coastal zone and agro-sylvo-pastoral activities. This is consistent with what is observed in the sub-region: 80% of the rural population of Guinea depends on agro-sylvo-pastoral activities (both in terms of food security and income) and these activities are vulnerable to CC.

The transversality of these issues to all economic sectors in Guinea and the need for good inter-ministerial coordination to address them are underlined in the Nationally Determined Contribution (NDC). For these reasons, the Guinean Government has requested the support of Expertise France to support 13 Ministries on climate issues: Agriculture; Environment, Water and Forests; Livestock and Animal Production; Fisheries, Aquaculture and Maritime Economy; Transport; Territorial Administration and Decentralization; Economy and Finance; Hydraulics and sanitation; Higher Education and Research; Economic Planning and Development; Mining and Geology; Industry, SMEs and Promotion of the Private Sector.

Services provided

- Capacity building of 30 executives from 13 ministries, during a four-day workshop: CC issues (scientific bases, climate negotiations, Paris Agreement, etc.); Guinea's NDC (global overview and links with sectoral policies, focus on mitigation, focus on adaptation, climate finance); and the roles/responsibilities of ministries in its implementation;

- Development of job descriptions for the Climate Focal Points (one per Ministry) in a participatory manner, based on reflection questions concerning the sector's priorities in terms of mitigation and adaptation; the consideration of the intersecting challenges of the CC and the sector, in sectoral policies and in the NDC; the implementation of concrete adaptation and/or mitigation actions in the sector;

- Strengthening inter-ministerial coordination on climate change issues, by facilitating structured plenary debates on the priorities identified in terms of "climate" coordination;

- Multiplication of "climate" training within the 13 targeted Ministries (5 to 10 people per Ministry), by preparing these meetings with the Climate Focal Points in advance and by accompanying/supporting them in situ during the feedback.
