Context of the service

The Rwenzori region of Uganda faces challenges such as high rates of malnutrition, degradation of natural resources and low agricultural productivity. The "Feed Good" programme (2022-2026), funded by the DGD (Belgian Cooperation) and implemented by Humundi, Iles de Paix and six Ugandan partners, aims to promote sustainable food systems (SFS). It supports sustainable agricultural production systems and marketing channels, the evolution of institutional and political frameworks, as well as social and citizen dynamics in favour of responsible consumption.

The mid-term evaluation of Feed Good focused on the following 3 areas: i) synergies between partners and pilot actions towards SFS in Rwenzori, ii) support for social and citizen dynamics favourable to SFS (at the national level), iii) dynamics of territorial food governance. It was conducted in conjunction with the final evaluation of an agroecological transition project funded by the Ministry of Foreign Affairs of Luxembourg in the Rwenzori.

Services provided

Start-up phase: document review, scoping meeting and development of the evaluation methodology;

Field mission to Uganda: data collection in Kampala/at the national level and in project areas/Rwenzori region (focus group discussions, household interviews, direct observation of achievements, semi-structured interviews with project teams, implementing partners and other key stakeholders, presentation of preliminary results);

Data analysis and reporting: in-depth analysis and triangulation of data, presentation of evaluation results, drafting of two evaluation reports (mid-term evaluation of the DGD programme and final evaluation of the Luxembourg MoFA project) and a note on key messages, including lessons learned and recommendations to improve programme implementation for the remaining period until 2026 and to prepare the next programme.

Summary of the service

Mid-term evaluation of a 5-year project aiming at building more sustainable food systems (SFS) through the promotion of agroecological transition, implemented by two Belgian NGOs (Humundi and Iles de Paix) and 6 national partners: evaluation of i) synergies between partners and pilot actions in the Rwenzori region, ii) support for social and citizen dynamics in terms of responsible and sustainable consumption, iii) progress in territorial food governance; recommendations for further action at the national and local levels.
