Context of the service

As part of the ELLESadAPt project, funded by Global Affairs Canada and implemented by Baastel and Développement international Desjardins, SalvaTerra was mandated to develop the intervention strategy and action plan of the Community Development Department of the Binder-Léré Protected Areas Complex (CAPBL), in Chad. The objective is to strengthen climate resilience and the inclusion of the gender dimension in interventions with local communities. The CAPBL is located in a cross-border area in security and ecological crisis, subject to strong socio-economic and environmental pressures. In this unstable context, marked by institutional fragility, agro-pastoral tensions and the effects of climate change, it is crucial to structure an integrated approach to local development, reconciling biodiversity conservation and improving living conditions.

Services provided

SalvaTerra conducted a mission structured in four stages: documentary analysis and initial framing; field mission for consultations with communities, local authorities and institutional actors; development of a five-year strategy integrating climate, gender and development issues; and participatory validation. The strategy proposes priority actions for the communities bordering the CAPBL, with a focus on sustainable resource management, food security, economic opportunities, and capacity building for women and youth. An operational plan and participatory monitoring mechanisms have also been defined. The methodology is based on the cross-expertise of a pair of national and international experts, supported by a technical backstop, in close coordination with Baastel, DID and Noé, manager of the CAPBL.

Summary of the service

Development of the intervention strategy and action plan of the Community Development Department of the Binder Léré Protected Areas Complex, Chad (under Noé's management). The mission, conducted as part of the ELLESadAPt project (Baastel–DID), combines field diagnosis, strategic development and participatory validation to propose a gender-sensitive and climate-resilient framework for action in a border conservation area subject to many pressures.
